Wheeled Activity Strategy 2026

We have updated our Wheeled Activity Strategy.

The Wheeled Activity Strategy was adopted at the 23 June 2026 Council Meeting.

As the Rural City of Wangaratta continues to grow across both urban centres and rural townships, participation in wheeled activities such as cycling, skating and scootering is increasing. Greater demand for safe, accessible and high-quality facilities, alongside rising expectations for connected and inclusive spaces, highlights the need for a coordinated and forward-thinking approach. Council will support and advocate for a sustainable, well-planned network of wheeled activity infrastructure in partnership with the community.

The Wheeled Activity Strategy 2025–2035 reflects current trends in participation, population growth, and community aspirations, as well as alignment with State and regional priorities for active recreation, tourism and health. It responds to identified gaps in infrastructure, safety concerns, and the need for more inclusive and accessible facilities, while recognising the important role wheeled activities play in supporting community wellbeing and the local visitor economy. 

This strategy provides an opportunity to ensure that planning and investment in wheeled activity infrastructure meets evolving community needs, supports population growth, and strengthens Wangaratta’s position within Victoria’s High Country. Council will continue to support and advocate for initiatives that respond to changing participation trends, environmental considerations and strategic priorities, helping deliver a connected, safe and vibrant network that benefits residents and visitors alike.
