Our Financial Plan 2025-35 was adopted in October 2025.

The Financial Plan plans our future spending, saving and investment so we can continue delivering and maintaining our services and infrastructure. Strategies outlined in the Plan will feed into our budgeting as well as other strategic planning documents within Council’s Integrated Planning Framework.

The Financial Plan was developed in conjunction with the Council Plan 2025-2029 and Community Vision. These documents are built on the voices of more than 2,000 people from across the Rural City of Wangaratta. Through workshops, surveys, pop-ups and conversations with community groups, businesses, service providers and staff, we gathered over 3,200 pieces of feedback. The Financial Plan considered feedback from this process, as well as feedback from Council's Rates, Revenue and Spending Priorities Survey.

    The Financial Plan 2025-2035 was adopted at the October 2025 Council meeting. The Financial Plan sets out our future spending, saving and investment so we can continue delivering and maintaining our services and infrastructure. Strategies outlined in the Plan will feed into our budgeting as well as other strategic planning documents within Council’s Integrated Planning Framework.

    Over a 12-month period commencing in November 2024, the Financial Plan was developed in conjunction with the Council Plan and in accordance with Council's deliberative engagement principles. Input was received from over 2,000 people who shared more than 3,200 ideas and suggestions. Feedback on the draft plan finished in September 2025.

    The adoption of the Financial Plan follows community consultation on the draft conducted in August and September. Two community members completed the Financial Plan survey throughout the community review period. Feedback was also provided at the community engagement Pop-up sessions. An engagement summary report is available on the Council Plan page which contains more details of the feedback shared in the Pop-Up sessions and throughout the last 9 months.
